Multi-Storey Car Parks Concrete Repair Coatings Membranes Cleaning & Preparation Projects

Kingsway Multi-Storey Car Park in Newport, South Wales, was constructed in the mid-2000s as part of a multi-million-pound city centre regeneration scheme. The eight-level, 1,050-space facility serves the adjoining shopping centre, the adjacent high street, local residents, business users, and nearby NHS hospital staff.

As a heavily trafficked urban asset, the car park had begun to suffer from deterioration to the deck surfaces and significant standing water issues. Newport City Council appointed Concrete Repairs Ltd (CRL) to undertake essential remedial works to arrest further degradation, improve safety, and extend the operational life of the structure while maintaining accessibility during the refurbishment programme.

CRL was awarded the contract to deliver a comprehensive programme of concrete repairs and waterproofing works, with a particular focus on the top exposed deck and widespread ponding issues across the car park. The works were delivered over a ten-week programme during late summer 2020, requiring careful sequencing to minimise disruption to users while maintaining a high standard of workmanship.

The project commenced with the removal of the existing failed deck coatings to expose the concrete substrate. This was followed by detailed concrete deck inspections and delamination surveys to identify areas of defective or unsound concrete. Enclosed captive shot blasting was employed to provide effective mechanical surface preparation, ensuring a clean, profiled surface suitable for repair and coating application. Identified defects were addressed through targeted concrete repairs, reinstating the integrity of the deck slabs prior to waterproofing.

Following repairs, all prepared surfaces were pressure washed and cleaned to remove residual debris and contaminants. A new rapid-curing, anti-slip waterproof deck coating system was then applied to the top exposed level, providing immediate protection and allowing the programme to progress efficiently. To enhance user safety and wayfinding, bright pedestrian walkways, line markings, and information symbols were installed, clearly defining safe routes to the central lift core and onward access to the shopping centre.

Significant ponding water across the upper decks presented a major slip hazard. Detailed level surveys were undertaken, and a total of 32 additional drainage outlets were installed, along with associated pipework, to improve surface water management.
